Who is Judge Meadows?

In the popular Apple TV+ Series Silo (written by Howard Hughes), Judge Meadows, played by Tanya Moodie, appears to be an ominous figure from the very beginning who is hidden but relaying orders to the rest of the onscreen crew ala Robert Sims. Many seems puzzled by her and wonder who she is as she is apparently not explicitly mentioned in the books as the show takes a turn from the books with introduction of her character. I will explain her as she is introduced throughout the series and summarize in sum who she is.

Episode 3, Machines

Pick Billings, says Judge Meadows!


We first hear about Judge Meadows during a "peace offering" from Robert Sims as he encourages Mayor Jahns to consider Paul Billings for new Sheriff rather than Holston's pick.

Episode 5, Janitor's Boy

We meet Judge Meadows for the first time, though no one explicitly says her name until later episodes. She does appear to be the person calling the shots. She dismisses Sheriff Jules's explanations and says there is no more to investigate.

Episode 6, The Relic

All roads lead to Judge Meadows as relics investigations have to be approved by her. She used to give pin awards for winning the pact competition but it is now Sims.  She appears to be trembling and extremely annoyed.

Episode 7, The Flamekeepers

We next hear about Judge Meadows as she is the person who authorizes for Gloria Hildebrandt to be kept in Long term care under medication, indefinitely without being able to leave, even for a walk. It is here that Paul Billings reveals that she has breakfast delivered every morning and likes bacon and eggs. We also hear from Mayor at large Bernard Holland was threatened by Judge Meadows and that she is looking to eventually replace Sheriff Jules Nichols at some point. Further, when this occurs, there will be nothing to stop Judge Meadows because her power will be over-reaching. Of course visiting Judge Meadows in her apartment, Jules sees a different story... one that shows Judge Meadows not only impotent but trembling in fear and using alcohol as an escape. It is in this episode that it is revealed that Judge Meadows is afraid of head of IT Bernard Holland.

Conclusion

Judge Meadows is a figure head for the Silo who appears to be the head of Judicial. However she has no real power as it is mostly Sims who exercises the power and who answers to Bernard Hollands, head of IT. She is in deep, terrified fear of Bernard and Sims. In rewatching episodes later you can see from her reactions that she is not annoyed by scared, when Jules confronts her with information. When it becomes too much, she calls out sick and turns to alcohol while she stays in her room. In return she is well taken care of and allowed to have relics of her own which she displays in her apartment as if in a museum.
